Expansion of HCMC - Long Thanh - Dau Giay Expressway to 10 Lanes
In early December, following an inspection of the Long Thanh International Airport project, Prime Minister Pham Minh Chinh directed the acceleration of transport infrastructure projects connecting the airport, particularly the expansion of the HCMC - Long Thanh - Dau Giay Expressway.
According to Vietnam Expressway Corporation (VEC), a proposal is underway to increase charter capital to VND 38 trillion, enabling the company to secure a VND 10.5 trillion loan for upgrading the expressway from 4 lanes to 8-10 lanes.
Under the expansion proposal:
- The section from Ring Road 2 to Ring Road 3 will be widened to 8 lanes.
- The section from Ring Road 3 to the Bien Hoa - Vung Tau Expressway junction will be expanded to 10 lanes.
- The new Long Thanh Bridge will remain unchanged.

VND 2.2 Trillion Investment in Two Key Roads Connecting Long Thanh Airport
Currently, the upgrades of Provincial Roads 25B and 25C have been assigned to the Dong Nai Transport Project Management Board, which is overseeing the bidding process. Both projects are set to begin construction by late 2024.
These roads are key arteries linking Cat Lai, Nhon Trach, and National Highway 51 to Long Thanh Airport, and also improve connectivity toward Ba Ria - Vung Tau, reducing traffic pressure on expressways and provincial roads.
Provincial Road 25B: Stretching 9.2 km across Long Thanh and Nhon Trach districts, with a total investment of VND 1.5 trillion.
Provincial Road 25C: A 2 km new road with a total investment of VND 647 billion.
According to Long Thanh Airport's master plan, the T1 and T2 road networks will serve as primary access routes, integrating with expressways, ring roads, and national highways to facilitate passenger and cargo transport.
Fast-Tracking Long Thanh’s Airport City Development
The Prime Minister has approved the construction of an underground tunnel across the Dong Nai River, replacing the Cat Lai Bridge. This move aims to reduce land acquisition costs while enhancing the aesthetic appeal of both Dong Nai and Ho Chi Minh City.

Additionally, the Dong Nai Provincial People’s Committee has been tasked with accelerating the development plan to transform Long Thanh into a modern airport city.
The Ministry of Transport has also been directed to study transportation links for Long Thanh Airport, including metro lines, underground rail, and high-speed rail connections to Long Thanh, Bien Hoa, and Tan Son Nhat Airports.
Furthermore, the Prime Minister has launched a 400-day high-intensity campaign to ensure substantial completion by December 31, 2025. Once operational, Long Thanh Airport, along with the HCMC - Long Thanh - Dau Giay Expressway, Bien Hoa - Vung Tau Expressway, and Ben Luc - Long Thanh Expressway, will enhance regional connectivity and drive economic growth in Dong Nai and Southeast Vietnam.
